randomTickSpeed stops working

I created a wheat party that reset itself. The /gamerule randomTickSpeed command stopped working and it reset itself too fast for it too grow. The instant growing plants stopped growing. This was when it worked:https://www.youtube.com/watch?v=6OqeAy0VppU
