Enchanting a fishing rod no enchant

When you have an enchanting table, lapis, un-enchanted fishing rod, no bookshelves. Putting the fishing rod and the lapis in sometimes will not show enchants. If one is clicked, it takes the lapis and XP, but no enchant is given.
