Endermans can be shot with arrows effect

When you shoot with a bow an arrow that has an effect then the enderman evade the arrow but not the effect. Then the enderman acquire the effect of the arrow but not the damage that causes the arrow. And then the arrow follows its course. Please tell me if that is normal or not. Thanks!!!
