Player Can`t Open Containers While Affected With Levitation

Does work with inventory and horses.
Doesn`t work with hoppers and chests.
Does work while flying.

Basicly I put a command block with /effect command next to a fill clock then tried to open a chest. For a second my pointer appeared on the screen then disappeared.
