Minecraft 1.7.10 Open to Lan doesnt work

when i try to play with a friend in a minecraft forge world with Open to Lan function, it doesnt work, i looked up how to fix it. He tried direct connecting to my ip followed by the port and it said "java.net.connectException: connection timed out: connection refused"
