When right clicking with tools or items while a bow is in the off hand, both will play the animation at the same time for when an item is chosen.

I right clicked to eat a golden apple, but it played the animation for bringing up a new item. I couldn't eat anything, so I switched to creative mode and grabbed a bunch of things.
The sword still blocks, and torches place, but the axe plays the animation, as does the food.
