Command breaks respawn

What happens when you create this potion with the following command

/give Name minecraft:potion 1 16426 {CustomPotionEffects:[{Id:21,Amplifier:-6,Duration:10000}]}

and then throw it on self or other players they die and they cannot hit respawn because their screen says they died when the server says they are alive so a person has to kill them or they are stuck. It is bad to my opinion because it can be thrown to bug out another player as a troll item making them think the game is broken because they are unable to respawn and quit from frustration if they are new.
