You can't access Chests with a Levitation Effect Level of ca. 200-255

What I expected to happen was...:
I created a custom Item via command blocks so that the player could
levitate and stay in midair. I wanted to open a chest whilst levitating to get out some Items,

What actually happened was...:
I couldn't open the chest.

Steps to Reproduce:
1. Use the /effect command to give a player a levitation effect (ID 25) with a level of 255
2. Fly and cancel your flight in midair.
3. You will now not be able to open chests while being in midair.
