Redstone blocks do not power plocks that are in contact with them

Redstone blocks do not power solid blocks touching them
What I expected to happen was...:
Describe what you thought should happen here
It should have powered the block and any redstone on top of the other solid block
What actually happened was...:
Describe what happened here
The block was not powered or the redstone dust/torch on top of the solid block
Steps to Reproduce:
1. Put down a redstone block
2. Place a solid block on top of the redstone block (I used sandstone)
3. Place a piece of redstone dust/torch/tnt on top
