Skeletons are shooting infinitely at Player

I am standing in the water and the skeleton is standing in the water.

He has sight on me and is shooting at me but the arrows are not hitting me, i.e. I'm out of reach.

In 1.8 I think skeletons don't shoot like this.

Maybe something to do with new AI?

If this isn't a bug just ignore this.
