arrow problem

What I expected to happen was...:
I expected that when clicking the middle mouse button on the item Freme where I had put any black arrow I dasse paving that wax in item Freme

What actually happened was...:
when I clicked on the middle mouse button on the item Freme where wax any black arrow gave me a blue arrow called arrow of spashing ;only if you haven't in inventory the black arrow

Steps to Reproduce:
1. Place an item Frame
2. put any black arrow
3.remove the black arrow from inventory
4.click with the middle mouse button on the item freme with the arrow
