Offhand arrows will not return to offhand.

What I expected to happen was...
I had expected that the arrows shot from a bow (Enchanted or not) to return to the off-hand with the rest of them.

What actually happened was...:
The arrows when picked up after being shot went to the hotbar.
Steps to Reproduce:
1. In survival, equip arrows in the off-hand slot.
2. Equip any bow in hotbar (1-9)
3. Shoot arrows anywhere you can pick them up.
4. Pick them up.

The arrows should be in the hotbar instead of in the Off-hand with the rest of the arrows.
