Custom splash potions do absolutely nothing

IDK why, but custom splash potions don't cause the listed potion effects, but rather turn into base potions and do ABSOLUTELY NOTHING. They worked BEFORE 1.9 snapshots, and now it's broken due to the new potion programming. Can this potentially-game-breaking bug be fixed?
