Using banner on cauldron creates another banner of last stage

What I expected was the banner to be wiped 1 layer as normal, just for it to duplicate but the new banner to remove the latest stage

Steps to reporduce:
1. Create a random banner with atlease 1 layer of dye
2. Right click any cauldron cauldron
