Cannot enchant bows in enchanting table

You cannot enchant a bow in an enchanting table, it just eats the levels and lapis. It doesn't even show possible outcomes when you mouse over an enchantment. Tested in both creative and survival, with both creative spawned and regularly crafted bows. Applying enchantments via an anvil still works, as does enchanting other items (tested with a diamond sword),
