Enchanting is Broke for Books and Bows

While enchanting a bow it will take the correct amount of levels and the correct amount of Lapis Lazuli but the bow will not Enchant. When you enchant a book it will just turn the book into a "Enchanted Book" with no actually enchant. Just the name and sprite of Enchanted Book.
