Camera moving on its own after Windows update/mouse moving on its own/mouse drifts/fake F8 cinematic camera

Workaround

This issue seems to be resolved by right clicking the launcher shortcut and selecting properties then compatibility and then checking the box for "Disable display scaling on high DPI settings"

After updating to Windows 10 the camera is moving like in cinematic mode but cinematic mode is off. Also the camera movement speed is not slowed like it would be in cinematic mode the camera just keeps moving.
