Unlimited height when using Levitate Effect

What I expected to happen was...:
When using levitate effect command for like infinite time, that it would give me an error when going over the heightlimit of minecraft.
What actually happened was...:

It doesn't stop you. Your character gets invisible, same for handheld items. I guess you can go endless up in the sky. (no limit)

Steps to Reproduce:
1. /gamemode @p survival
2. /effect @p 25 100 125
3. Just keep on going. It won't stop levitating. Even when reaching the max block height!
