Missing pack.mcmeta again?

So I found a bug that was reportedly "fixed" but I have come across it again, the bug is were there is no sound and I'm not sure if it's because in the the resource packs area it says "Missing pack.mcmeta" so I completely wiped minecraft from my computer and re-downloaded it again with the same issue? What do I do?
