Moving Chunks

What I expected to happen was...:
Chunks don't move.

What actually happened was...:
Multiple 16x16x16 chunks would be removed from an area and then replaced close by

Steps to Reproduce:
1. Start a Minecraft world.
2. Close Minecraft
3. Re-open Minecraft world
