Hopper Issue

Ch = Chest
Hp = Hopper

ch#1
hp#1->ch#2
hp#3<-hp#2

When I power hp#2 with redstone current, hp#3 starts to withdraw items from hp#1. Hp#1 also pumps items to ch#2 causing a flow control problem.
