Minecraft launcher could not download guava-17.0.jar

What I expected to happen was...:
Minecraft 1.8.7 to launch after downloading required files.

What actually happened was...:
The launcher could not complete downloading guava-17.0.jar file.
Launcher log states that "had local file but it was the wrong size"
had 465288 but expected 5522231
had 195187 but expected 6065908
had 119267 but expected 9914930
had 712480 but expected 1976731
This process continues for many sets of numbers

Steps to Reproduce:
1. Launch Minecraft 1.8.7
2. Let launcher attempt to download the guava file
3. Check launcher log
