Scoreboard Unable to Detect Certain NBT Tags

In separate instances, I was trying to detect a Zombie Head Item and a Creeper with a Fuse of 1 using scoreboards. Although I was able to detect a Skull Item, when I added the data tag Damage:2 to the command to specify a Zombie Head, It failed to add the Item to the scoreboard. Later, while trying to detect a Creeper about to explode, the command failed to correctly match the Fuse:1 data tag, even when I specifically used entitydata to give a Creeper a Fuse of 1. It is worth mentioning that the data tag itself was working fine: giving the Creeper a Fuse of 1 made it explode as soon as lit with a flint and steel. The scoreboard command simply fails to detect it.
