Bone Meal

Whenever I use bone meal,it doesnt work right.
I use it on tree repevtivly and the tree does not grow.

Is this normal? It works on grass. Idk about other things.
Im trying to making something with a lot of trees in creative but
my bone meal wont work!

I dont wanna wait forever! D:
