Blocks placed in Ocean Monuments are indestructible - feature or bug?

Sand placed by player in ocean monument becomes indestructible. Not sure if this is intentional (it's not mentioned in the relevant MC Wiki page. http://minecraft.gamepedia.com/Ocean_monument )
