Unloading Chunks/ VBO issues

After a while of playing minigames or getting teleported around on servers like Mineplex or by myself I tend to get these chunks that just don't want to load and I end up having to restart my game before going back on and I do infact have VBO's off because they just cause me to crash the second I start moving.
