Mine carts will not stop on de-powered rails.

What I expected to happen was:
The mine cart would stop on the de-powered powered rail.

What happened:
The mine cart will not stop unless it hits something.

Describe what happened here

Steps to Reproduce:
1. Make a long stretch of powered rail.
2. Power it, then leave 1 piece un-powered at the end
3. Put a mine cart at the begging of the rail, then push it.
4. It does not stop

Other notes: I was working hard on a item auto item carrier thing, and when I first tried it I was wondering why it would not stop. I tried it with other mine carts, they would not stop either. Also I always watch about the snap shots from all the famos YouTubers, and I never saw something about mine carts not stopping. Hope you can fix it!
