Rain sounds continue after rain is turned off with /toggledownfall

While is was building the rain began to fall, and as always I enter in /toggledownfall to make it stop. However this time (and a couple times after) the sound effects continued and washed out any other sounds coming from both minecraft and my computer.

The steps to reproduce this issue is to simply be on minecraft and once it starts to rain, /toggledownfall and then stay close to the ground.

Out of the 7 times I had to do this, 2 ended the rain like normal.
