Can no longer full screen pc version on 2nd or 3rd Monitor

What I expected to happen was...:
I used to be able to drag the windowed minecraft to the top right corner of the screen on monitors 2 or 3 and it would go to full screen automatically. Alternatively I could place the window on monitor 2 or 3 and press shift + f11 and the window would go to full screen on that monitor.

What actually happened was...:
dragging to the upper right corner no longer works it justs drags and drops the window and does not automatically go to full screen.
Shift+f11 will toggle full screen BUT it sends the window back to the primary monitor to do so.

Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2. drag a windowed running copy of minecraft to a non primary monitor...
3. press shift + f11
4. watch it return to the primary monitor before going into full screen mode
