Superflat Mobs Stop Spawning After Spawn Chunks

When superflat world is spawned, animals seem to spawn as normal (I Change The Difficulty to Peaceful). Then after leaving spawn area no more animals spawn, even when changing difficulty between peaceful-hard, no animals, only hostile mobs and bats. May just be me being stupid, or truly an unintended bug
