Setblock lever does not update all blocks

This issue might be similar to MC-48804 .
But anyway.
When you use e.g. /setblock ~ ~ ~ lever 9
the command will create a powered lever facing east right where you're standing.
But it doesn't power redstone that is near to / on the block where the lever is on.
