/entitydata and /summon don't let me make armor stands look up or down

While building a FNAF(Five Nights at Freddy's) map, I was trying to use /entitydata to be security cameras, but I encountered a problem where I couldn't make Armor Stands look up or down(the second number in the command below). I then tried /summon, but that didn't work either. I've looked all over the web for an answer and it's always the same command! Here is the command I used:
/summon ArmorStand ~ ~1 ~

{NoGravity:1,Rotation:[180f,180f]}

The first number would work fine, but the next one did nothing! I tried this with and without NoGravity, and it made no difference. I really hope this gets patched

EDIT: I realized that this is not looking up or down. I meant rotating the armor stands. It will not let me rotate them so they are not just standing up.
