Hopper won't stop

What I expected to happen was: I put a torch above a hopper and it stops putting items out.

What actually happened was: It was putting items out

Steps to Reproduce:
1. Place a hopper that go's into a chest or something
2. Place a torch next/above it
3. Put a item in the hopper
4. It's putting items out!
