Minecraft 1.8.1 Skin 2nd layer Bug

After i changed my shin and started Minecraft, I Put the 2nd Layers on as always but then i realized they weren't turning on. i tried re uploading my skin to the "Steve" Model. I know my skin is the Steve model See Pictures Below
