Commands are not working

Commands in minecraft are not working

What I expected to happen was that the slash key (open command) would let me write commands.
Instead it didn't do anything but did actions that where movement when typing the word gamemode.

Steps to Reproduce:
1. I have no idea how to trigger this in a redstone world I did gamemode 0 then it worked but didn't allow commands after
