Render issue. Textures flash.

After I updated to the latest java I noticed this: https://www.youtube.com/watch?v=biN3biOdYhg I've reset from windows 8.1 to 8, I tried different versions of java, diffrent versions of minecraft, all have this same issue. I haven't found a fix anywhere yet. This is a game breaking bug...
