Unable to enchant three enchantment levels/characteristics

You know that whenever you enchant anything on level 30 you get like 3 enchantments or characteristics to your object (besides books) but whenever I do it, it won't tell that my item is able to get those 3 enchantment levels and when I enchant them, let's say a sword it only gets one enchantment.

What I expected to happen was to get three different enchantemnts when enchanting an item to level 30

I don't know how it got to it, because other players in the realm don't have this problem.
