Items summoned with /summon can't be picked up

When you summon an item with the summon command, you are not able to pick up that item. Even when you use the PickupDelay tag, it doesn't works.

What I expected to happen was...:
I summoned an item, and I could pick it up.

What actually happened was...:
The item gets summoned, but I can't pick it up.

Steps to Reproduce:
1. Type in this command:"/summon Item ~ ~ ~

{PickupDelay:3}

2. You summoned an item. Try to pick it up.
3. You are not able to pick it up. (you can only kill it with a kill command, stand next to that item and type:"/kill @e[type=Item,r=3]")
