Creepers and skeletons

I built a mob farm and installed water at the bottom of the death drop with the purpose of collecting skeletons and creepers to farm discs. The instant a creeper is attacked by a skeleton, it starts to charge up for an explosion, sometimes exploding and killing all mobs collected in the water trap. I thought creepers weren't supposed to detonate when attacked by skeletons anymore?
