i tested more on this and came to the assumption that when you enchant something it takes the right amount of lapis but it also takes that amount of levels.

for instance if i enchant something level 2 but it costs 1 lapis it only takes 1 level and if i enchant something level 30 it takes 3 lapis but also only takes 3 levels
