Item Duplication in hopper clock

Items in an "Etho" hopper clock will occasionally duplicate. Seems to be related to chunk loading/unloading while the clock is running.

For example, you have two hoppers which are pointed at one another with a stack of items being moved back and forth.. come back later and there is a stack + 1 item.. later even more.
