Lagging So Badly

When I connect to the hypixel server www.hypixel.net It will say timed out but if not it will let me on the server and people look afk and they wont move what so ever and I felt like reporting this because recently I bought a rank that cost £15.00 UKP and it would be a waste If I am lagging so badly.
