"Out of Memory" Minecraft crashes at title screen when using resource pack, not able to allocate memory over 500mb

I have recently been getting "Out of Memory" crashes on my game before it even loads. The game will crash after its sits on the "Mojang" title screen when trying to use a resource pack.

In the pictures, I allocate 2GB to Minecraft but it only shows 500MB in game.

This only happens when I try to load my 256x resouce pack that *was able to be used perfectly last week.

All of my drivers for everything are up to date, I have double checked.
