Problems with banner

Im trying to get a custom banner, but when i try to spawn one in using a command block it just gives me a blank banner, so i went to try it by crafting each step and i can only do up to step 7 then it wont go any further yet, there are other that ive seen do up to 10 steps i dont know if this is just my client or not
