Connection always times out in multiplayer

What I expected to happen was...:
I would log onto the community FR server and play with all the other players in a nice little survival-style game.

What actually happened was...:
It said something like "connection timed out: no further reasons"

Steps to Reproduce:
1. Open up minecraft
2. Go to "multiplayer"
3. Add server

{198.23.240.2:25637 for this one}

then join it
4. Wait for the error to pop up

Everytime I try to join a server, it always does this
I don't know if it's just my account blocking multiplayer or what
but for some reason it'll let me get on the mineplex server
but not other ones?
