Iron golems/ wither dosen't spawn if the last block you place isen't a head.

When I tried to spawn a iron golem I placed a iron block then iron block then iron block then pumpkin then I placed the final iron block but the iron golem diden't spawn. I tried taking off the pumpkin and tried again and it worked. Same thing with wither.
