Banner Customization

When I try to make custom banners it wont let me.

I have seen lots of videos of people making custom banners with all sorts of colors and that's what I expected.

When I try to make a banner all I get is the base color and cant go any further no matter what I try.

Steps to Reproduce:
1. Make a banner
2. ... Try to add a border or any custom markings
3. ...Fail
4.... Repeat as needed
