The Slowness effect doesn't work on players on spectator mode.

When the 1.8 was announced slowness was supposed to affect deplacement of players on spectator game mode : "The mouse scroll wheel, the sprint key, and the slowness and swiftness effects all affect the flying speed."

But in fact he don't, and that's really annoying for every system who plays with that gamemode...
