Item flow from Hoppers not going the correct way

When I point a hopper into a dispenser but have a hopper under it the items would go to the bottom even tho the dispenser that the hopper was pointed at was empty. The items being used where music discs but i think that this would apply to all the items that don't stack. I provided an attached photo.
