Glitchy carpets with blocks above

Whenever sprinting or walking over carpet blocks which are atop water and underneath a block causing the gap between the carpet and the block above to be 1.9375 block high, the player's movement behaves strange, glitchy would describe it best. Sometimes the player falls through the carpet and "teleports" back up almost immediately and often it's just a stutter in the movement. The issues is most easily recreated while sprinting or on lower end servers. I have a video that I can link to if necessary.
